Do I have to sign a scope of sales appointment to apply for medicare?

If you choose to speak with a state licensed and qualified health insurance agent regarding your Medicare options, such as Medicare Advantage plans, Medicare Medigap Supplement plans, stand-alone prescription drug plans, or Original Medicare, per Federal statute, the beneficiary will be asked by the agent to acknowledge and sign a "scope of sales appointment" and "permission to contact" form that authorizes an insurance agent or broker to discuss and contact you regarding any Medicare insurance products, including Medicare Advantage, Original Medicare, Medicare Supplement, and/or Medigap plans.

If you choose not to sign the Scope of Sales Appointment and Permission to Contact Form, the independent licensed agent is not allowed to speak with you regarding any health insurance products, including any Medicare-related products or individual third-party health insurance products. Per Federal Law, it is required of the licensed insurance agent that both the Agent and the potential beneficiary sign a "Scope of Sales Appointment" and "Permission to Contact" form before the agent can discuss any health insurance plans, including Original Medicare, Medicare Advantage, CMS-approved stand-alone prescription drug plans, or Medigap Supplement plans. Per CMS compliance rules and regulations, both the potential beneficiaries and Agent must sign a "Scope of Sales Appointment" and "Permission to Contact" before the agent can discuss any Medicare-related or third-party Medigap/Supplement health insurance plans.

This is a strict Medicare and Medicaid compliance issue for health insurance agents. Health insurance licenses can be revoked due to non-compliance.
